We have an obligation to preserve the wisdom of our ancestors, for because of them, we now thrive in a state of magnificence. Their mission was two-fold: to persevere through the lineage of the Grand Chancellor, and to preserve the Global GuideStones throughout all eternity, within Illuminati and around the world. This Axiomata shall fulfill both, first with the listing of the GuideStones, that these may serve as a paradigm to our selves, our region, and our station of destiny:

Article 1: The Regional Founder
Section 1: The Founders Role.
● Due to the built in game mechanics of NationStates, the Regional Founder shall ultimately be responsible for assuring the growth and security of Illuminati from national and regional threats abroad.
Section 2: Root Administrator Rights.
● The Regional Founder shall serve as the Root Administrator for the Illuminati Forum, and may delegate or restrict administrator rights to other nations at will.
Section 3: Founder Restrictions.
● The Regional Founder shall not do the following things: Assign regional officers, eject a citizen without Round Table approval after a violation of law, or declare null and void, unilaterally, this Axiomata.

Article 2: Regional Management
Section 4: The Office.
● The Grand Chancellor of Illuminati shall hold the right to claim the position of World Assembly Delegate at will or assign the office as a cabinet position.
●The World Assembly Delegate shall be charged with voting in the resolutions that come up as well as submitting new legislation that citizens propose.
Section 5: Regional Officers.
● The Grand Chancellor shall assign up to six nations to represent regional officers in Illuminati. These regional officers shall be apportioned as follows: 3 Secret Service Officers who control border control, 1 Research Officer who creates daily opinion polls, and 2 Diplomacy Officers who establishes in-game embassies with foreign regions.

Article 3: Citizenship & Initiation
Section 6: Acquiring Citizenship.
● A citizen shall be defined as a nation who holds the right to vote and run for office within Illuminati. Citizenship shall be granted to a nation by either the Regional Founder or the Grand Chancellor of Illuminati.
Section 7: Losing Citizenship
● Citizenship may be revoked by the Regional Founder or Grand Chancellor if that nation is found to have lied or be misleading in their Citizenship Application or if the nation ceases to exist, no longer resides in the region of Illuminati or one of its subsidiaries, found to be an imminent threat to the security of the region, or by popular vote of the Round Table of Illuminati. In the event that citizenship has been removed from a nation, that nations Illuminati forum status shall be adjusted to diplomat.
Section 8: Initiation Rites.
● The Illuminati Initiation shall be divided into three separate rites and all three must be completed for the initiation to be validly recognized. The three rites of initiation shall be listed as: Rite of Affirmation, which consists of an oath of loyalty and signature to this Axiomata and the currently seated Grand Chancellor; Right of Revelation, which consists of the initiate introducing themselves; and the Rite of Charity, which consists of the initiate making a symbolic gesture of giving to either the region itself or in honor of the Grand Chancellor.
Section 9: Initiate Rights.
● An Illuminati Initiation may never be rescinded and thus, an initiate may consider themselves to be an eternal member of Illuminati, even if their citizenship has been removed and even after they cease to exist.
Section 10. Guilds.
● Citizens of two or more may assemble into guilds for the purpose of fulfilling an ideological or political agenda within Illuminati. Should that guild fall below two citizens, it shall, however, close.
Section 11: Returning Citizens
●Former citizens of previous incarnations of the region of Illuminati shall be required, upon returning to the current manifestation of the region of Illuminati, to re-affirm their loyalty by redoing their citizenship and initiation. Former citizens who are initiates may skip this process.

Article Four: The Round Table
Section 12: Structure
● The Round Table shall be comprised of two appointed Guardians by the head of State and various elected Guardians determined by a ratio of 1 to 10 total World Assembly nations in the region rounded down. A census of World Assembly nations shall be conducted in all states and published ten days prior to Guardian Elections by the Grand Chancellor.
● If there is only one State, that being Illuminati, the elected and appointed Guardians shall work together in a singular unicameral chamber. If more than one state exists the elected and appointed Guardians shall be divided into two separate voting chambers; in which case, any law or vote would require ratification in both chambers to become law. The Chamber housing the appointed Guardians shall be called the State Chamber, and the Chamber housing the elected Guardians shall be called the Union Chamber.
Section 13: Vice Chancellor.
● The Vice Chancellor shall be elected by the Round Table Guardians amongst them selves in a unicameral Round Table and must be approved by compromise in a bicameral Round Table. The Vice Chancellor who is an appointed Guardian shall be termed an Vox Lux Vice Chancellor and the an elected Vice Chancellor shall be called a Vox Populi Vice Chancellor.
● The Vice Chancellor shall be responsible of calling to vote all legislative proposals approved and shall close the vote upon the completion of the vote if all Guardians have voted or at 24 hours, whichever shorter. The Vice Chancellor shall be responsible for announcing publicly all calls to vote and publish the results of the vote in the Illuminati Legal Library.
●The Vice Chancellor shall call for an interim election for any vacant seats if that seat is held by an elected Guardian.
● The Vice Chancellor shall serve as the Grand Chancellor if the Grand Chancellor has been vacant in office for longer than four days. The Vice Chancellor shall not be granted the right to make any executive orders, command the military or intelligence, or make appointments.
Section 14: Guardian Elections and Terms.
● All elected Round Table Guardians shall hold a two month term with no term limits. Elections shall be held every two months on the 5th day of the months of February, April, June, August, October, and December. Appointed Guardians shall be entitled to hold the office for the duration of the term of the Grand Chancellor. The Grand Chancellor may not be reappointed as an appointed guardian if that nation has been removed from the Round Table for any reason during the term.
Section 15: Voting Protocol.
●All voting within the Round Table shall occur over a 24 hour time period, called to open and close voting the Vice Chancellor. Guardians may have two options: for or against. In a bicameral Round Table, the vote shall be first ratified by the State Chamber then by the Union Chamber.
Section 16: Legal Proposals.
● Any citizen may propose a law to be voted on by the Round Table. A Legal proposal must be voted on if either the Vice Chancellor approves it or a public referendum passes with a majority in favor.
Section 17: Types of Votes.
● The Round Table shall be used to vote on a variety of things, including but not exclusively: legal proposals, treaties, alliances, invasive military action, structural changes in regional infrastructure (with the approval of the founder), new states, new colonies, new territories, and to settle disputes. The Round Table does not hold the right to pass any legislation which prevents it's own repeal or requires more than 75% approval by itself for repeal.
Section 18: Judicial Law.
● The Round Table shall act as a judge and jury in any trial when charges are brought against any citizen and may organize itself prior to the trial in the manner of its own choosing, or ratify law to establish formal proceedures. In a bicameral system, both chambers shall unite jointly to organize and implement a trial. If a Guardian of either chamber is being charged with a crime in a bicameral system, the opposite chamber of the one in which the charged guardian holds a seat shall conduct the trial.

Article Five: The Grand Chancellor
Section 19: Grand Chancellor Election
● The Grand Chancellor shall be elected by the citizens on the first day of the months of January, April, July, and October; and shall hold the right to run for reelection without term limits.
● Voting shall be done on the regional forum and open to all citizens. Voting shall begin at any time on the first, and continue until 24 hours has passed.
Section 20: Guardian Ceremony
● The Guardian Ceremony shall commense from the election of the new Grand Chancellor on the 2nd until the 5th day of the month of election. During this period, no Executive orders may be signed; and the Grand Chancellor shall be required to Address the Round Table with their agenda, visit and address All Illuminati Embassies around the world to announce the succession, and work with the predicessors cabinet officials and regional officers to determine the future of the cabinet posts as well as vet any potential changes in staff.
● On the 5th day of the month that a Grand Chancellor is seated, they shall be allowed to make Executive Orders and be granted the full rights and abilities of the Grand Chancellor only after a speech is given on the values of the Global GuideStones and an oath to uphold them for the duration of the term.
Section 21: Executive Orders.
● The Grand Chancellor may issue Executive Orders for the creation, Adjustment, Maintenance, and absolvation of the Cabinet and Regional Officers. Executive Orders shall be binding only to the Officers and Cabinet Ministers and may not expand to infringe upon the rights of the people, or the Round Table.
● Executive orders shall be dated, numbered sequentially, and signed by the Grand Chancellor with his signature and seal.
Section 22: Foreign Affairs.
● The Grand Chancellor shall be responsible for handling all diplomatic affairs with foreign regions, and may issue an Executive order for the Diplomacy Officers to open or close embassies at will.
Section 23: States Rights
● The Grand Chancellor shall determine by executive order if a subsidiary region is a Colony, Territory, Occupied Zone, or State. A colony shall be defined as a region whose founder is an Illuminati citizen. A territory shall be defined as a region who has agreed to abide by the Axiomata and uses the Illuminati Regional Forum but has no government of their own and/or has less than 10 nations in the World Assembly. A state shall be defined as a region with more than 10 nations in the world assembly, who recognizes the Axiomata as their official law, who uses our regional forum for their uses, has an executive order from the Grand Chancellor recognizing their statehood, and who is eligable to elect two of their citizens to Guardians of the Global Round Table. An occupied zone shall be defined as a region with Illuminati world assembly nations or the Illuminati Military holding the regions World Assembly Delegate position for any reason.
Section 24: Removal.
● The Grand Chancellor may be removed from office in the event of a crime, resignation, abandonment of the region for longer than 4 days, or death. Should any such event occur, the Vice Chancellor may call a vote by the Round Table to serve as acting Grand Chancellor until an official interim election takes place or the next scheduled election. The Removal of a Grand Chancellor is done by a vote exceeding 75% on the Round Table.

Article Six: Legalities.
Section 25: Contradictions
● All laws and executive orders shall not contradict this Axiomata. A law or executive order which is suspected of contradiction shall be put to vote by public referendum.
Section 26: Justice.
● The Round Table shall act as a court of law should any citizen be accused of a crime. Any verdict or sentencing shall be approved by majority vote.
Section 27: Treason.
● Treason shall be defined as the intentional undermining of this Axiomata, the region, the democratic government, the forum, or its people through a method which is deemed biased, untrue, of personal interest, or illegal for the purposes of harming, defaming, destroying, or handicapping. Nations charged and found guilty of treason shall be banned.
Section 28: Amendments
● Amendments to this Axiomata or any subsequent law ratified under this Charter shall list both the old text and the new text so as to reflect the evolving nature of our legal process and to preserve history.
Section 29: Institutions
● Institutions within Illuminati may exist outside the realm and scope of this Axiomata for the purposes of expanding upon the regional culture and life. Those Institutions shall be subject to the laws of Illuminati.
Section 30: Historic Legacy.
● All contributions within Illuminati and its subsidiaries is subject to permanent archiving and recording, that future generations may be able to view and see our work. Every effort shall be taken by all government members to preserve and protect documents of historic significantce.
Section 31: Legal Library.
● All new laws shall be considered ratified by a vote exceeding 50% unless this Axiomata specifies something different. Laws shall be dated, and organized for ease of search by the general citizenry in the Legal library.
Section 32: Signatories.
● A citizen may sign this Axiomata if they have become an Illuminati Initiate.
Section 33: Revolution.
● This Axiomata shall be retained as a historic record of events of Illuminati as a contract with eachother over our democratic committments. Should a time come to radically alter or abolish this Axiomata beyond the scope of amendments, three things shall be required to do so: A Grand Chancellor needs to sign a Executive Order, the Round Table needs to vote in favor unanimous, and a public referendum with an approval vote exceeding 75% needs to occur.
