Presidium Limit Act

The Grand Chancellor, as per the axiomata, may choose any citizen to be in his cabinet. However, 1 person can not hold more than 1 Presidium position permanently. 'Permanently' is used in case the Grand Chancellor can't find someone to fill a presidium position, then they may pick another Presidium to hold it until a replacement is found. But, a security officer can not hold the position of another security officer. The same goes for Defense Minister and security officer.
